Research

Dr. Santiago Ibáñez Marsilla, Professor at the Tax Law Department of the University of Valencia, focuses his research work on customs law.

Director of the Jean Monnet Chair “EU Customs law” granted by the European Commission, he has made presentations, lectures and training in 25 countries and has participated in projects for USAID, Europäische Rechts Akademie, Europe AID, European Commission or the European Parliament, among others.

In 2022 he was selected as senior expert by the European Parliament for a report on customs controls in the Member States. In 2017 he was selected as senior expert by the European Commission for the mid-term impact assessment of TAXUD's 'Customs 2020' Program. In 2019, 2020 and 2021 he provided training for the new staff at DG TAXUD; in 2020 he provided training for the staff of DG BUDGET on customs law; and in 2021 for the staff of the European Court of Auditors.

He directs the online Postgraduate Diploma “Derecho aduanero de la Unión Europea” (EU Customs law), at the University of Valencia, which was selected as a Jean Monnet Module by the European Commission.

He is a member of the Scientific Council at the ECCE Project (European Common Customs Evaluation) lead by the University of Bologna and with the support of OLAF (European Anti Fraud Office).

Adjunct Professor at the University of Canberra (Australia) since 2010 (proposed by the Centre for Customs and Excise), he regularly teaches at the University of Münster (Germany), at Antwerp University, at the Erasmus University (Rotterdam), at the Univesity of Liège, at the Universidad del Rosario (Colombia), at the Universidad de San Carlos (Guatemala), and at Texas A&M University.

He has made several research visits to foreign research institutions, such as Harvard University (1995), Katholieke Universiteit Leuven (1997), Universitá degli Studi di Siena (1998), International Bureau of Fiscal Documentation (2000) and University of Florida (2007).

He created and manages the website www.derechoaduanero.com and the Linkedin group Derecho aduanero, which has more than 11.000 members. He is a member of the Editorial Board of the World Customs Journal, among other journals

He is Founding Member of the International Customs Law Academy (ICLA) and Member of the International Network of Customs Universities (INCU).

Author of GPS Aduanas (GPS Customs), Tirant lo Blanch, 2022 and El valor en aduana. Análisis a la luz de su aplicación internacional (Customs valuation. Analysis in light of the international implementation), ed. Taric, Madrid, 2010 (Second edition 2013), he also prepares the chapter “Impuestos arancelarios” (Customs duties) in the Manual de Derecho Financiero. Parte Especial (Tax Law Textbook) Thomson-Reuters/Aranzadi (20th edition in 2023).

In 2008 he was awarded the IDEA Prize Social Sciences by the Fundación Ciudad de las Artes y las Ciencias of the Generalitat Valenciana.

In 2015 he was awarded the Excellence in Teaching Prize by the Generalitat Valenciana and the Universidad de Valencia.

Through the Office for the Transfer of Research Results (OTRI) of the Universidad de Valencia he has completed several consulting contracts in customs law matters with leading companies.

He is Senior Advisor in Spain for Trusted Trade Alliance.
